The unit HLTOUT008 – Manage a Scene describes the skills and knowledge required to manage a scene.

This unit describes the skills and knowledge required to manage non-emergency and emergency situations. Individuals are required to follow procedures, evaluate scene safety and identify any security risks and to communicate and coordinate with other emergency services personnel involved in patient care at the scene. It also describes skills required for coordination with and by other emergency services personnel.

This unit applies to pre-hospital and out-of-hospital health care workers.

Attend scene.

  • Undertake roles as prescribed by Acts, regulations and organisational policies and procedures.
  • Identify and maintain lines of communication with others according to communication protocols and organisational policies and procedures.
  • Support collaborative planning and action in accordance with organisational requirements.

Assess the environment to identify real and potential hazards.

  • Gather information to enable accurate assessment of the situation or incident.
  • Identify real or potential hazards where there are risks to participants or bystanders.
  • Assess the approach to an incident, identifying visible signs of danger.
  • Position vehicle, equipment and resources to facilitate safe access and egress and protect self, colleague and patient.
  • Identify opportunities to utilise organisational resources where required to secure the scene.

Communicate with those involved in the incident.

  • Communicate information about the incident or scene to coordinator and other medical, emergency and allied services involved with the incident in a clear, concise and comprehensive manner.
  • Provide information to people involved in the incident or facilitate others to do so.
  • Communicate and gather information from other organisations at the scene to inform the improvement of services and avoid duplication of effort.

Control hazards.

  • Ensure security and safety of the scene and negate or minimise existing and potential hazards to patients, colleagues and others.
  • Use personal protective clothing and equipment for infection prevention and workplace health and safety in accordance with organisational policies and procedures.
  • Manage combative patients or others to ensure security of the scene.
  • Use hazard-controlling resources safely in accordance with organisational policies and procedures.
Evaluate the scene environment.
  • Monitor the environment at the scene to identify changes that may compromise safety or patient care.
  • Recognise and communicate the need for additional resources according to environmental changes.
  • Contribute to the provision of feedback for the improvement of scene management.

Performance Evidence for HLTOUT008 – Manage a Scene:


Assessment Requirements for HLTOUT008:


Evidence of the ability to complete tasks outlined in elements and performance criteria of this unit in the context of the job role.

There must be evidence that the candidate has managed one non-emergency and one emergency scene where an individual requires active treatment by a clinician including:

  • ensuring safety of self, patient and others
  • identifying hazards, real or potential, where there are risks to participants or bystanders
  • minimising risk by enlisting hazard reduction agents
  • ensuring rapid and safe access and egress
  • engaging existing personnel for situational information
  • analysing available information and making decisions that ensure effective scene management
  • managing multiple competing priorities
  • identifying and implementing available resources in accordance with established clinical guidelines and protocols.

Knowledge Evidence for HLTOUT008 – Manage a Scene:


Demonstrated knowledge required to complete the tasks outlined in elements and performance criteria of this unit:

  • relevant policies and procedures relating to scene management including:
    • organisational policies and procedures
    • State/Territory policies and procedures
  • role of other emergency services personnel
  • function of other organisations including medical and other emergency and allied agencies, and their limitations
  • organisational policies, procedures and strategies for scene management
  • hazards and potential hazards that occur at a scene and their effect on safe access and egress
  • relevant current national standards including:
    • National Safety and Quality Health Service (NSQHS) Standards
  • procedures and management principles required to manage combative patients or others in order to secure the scene
  • current practices, procedures and equipment used to communicate in the workplace including:
    • confidentiality requirements
    • organisational policy and procedures relating to liaison with other organisations.

Assessment Conditions for HLTOUT008 – Manage a Scene:


Skills must have been demonstrated in the workplace or in a simulated environment that reflects workplace conditions.

Where simulation is used, it must reflect real working conditions by modelling industry operating conditions and contingencies, as well as using suitable facilities, equipment and resources.

Assessment must ensure access to use of facilities, resources and equipment as per local governing body including:

  • operational vehicle used for the transport of emergency and non-emergency patient
  • organisational policies and procedures for managing a scene
  • equipment required for scene management, including personal protective equipment.

The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice.
